While the Civil War continued to intensify and claim more lives in the remote areas of Nepal, the 1999 elections resulted in a clear victory for the Nepali Congress Party. The late Girija Prasad Koirala (pictured) was replaced  as Prime Minister by Krishna Prasad Bhattarai. However he, the Nepali Congress and other parties were unable to formulate any effective strategies to deal with the Maoists. The country was heading towards crisis.
